Situation sécuritaire dans le nord du Sinai

Ce rapport propose un aperçu de la situation sécuritaire en Egypte dans le nord du Sinaï en 2021 et 2022. La recherche a été clôturée le 11 octobre 2022.

La région du nord du Sinaï, longtemps sous état d’urgence, a été placée en octobre 2021 sous le commandement direct de l’armée, en application d’une loi antiterroriste.

Cette zone désertique, dont les habitants se sentent marginalisés économiquement et politiquement, a souffert suite à la révolution égyptienne de 2011 d’un vide sécuritaire favorable au développement de groupes djihadistes et à la naissance d’une insurrection qui s’est intensifiée après la chute du président Mohammed Morsi. Depuis lors, des affrontements opposent militants djihadistes et forces de sécurité égyptiennes. Ces dernières années, des milices composées d’hommes provenant des principales tribus du Sinaï se sont progressivement alliées à l’armée.

En 2021-2022, les sources consultées constatent un affaiblissement du groupe Province du Sinaï, dont le champ d’action principal se serait déplacé de l’extrême est (El-Arish, Rafah et Sheikh Zuweid) à l’ouest du gouvernorat, à proximité du canal de Suez. Les militants djihadistes ont continué à viser des membres des services de sécurité égyptiens (militaires, conscrits, personnel de sécurité etc.) ainsi que des civils considérés comme collaborant avec le gouvernement (ouvriers, leaders et membres de tribus alliées au gouvernement). Plusieurs civils ont été tués par des balles perdues ou du fait de l’explosion d’engins explosifs improvisés. Certains ont été kidnappés parce que leurs proches semblaient en mesure de payer une rançon. Deux agriculteurs coptes ont été assassinés.

The fact that a COI Focus could be out-of-date does not mean that the policy that is being implemented by the Commissioner General is no longer up-to-date.

When assessing an application for asylum, the Commissioner General not only considers the actual situation in the country of origin at the moment of decision-making, he also takes into account the individual situation and personal circumstances of the applicant for international protection. Every asylum application is examined individually. An applicant must comprehensively demonstrate that he has a well-founded fear of persecution or that there is a clear personal risk of serious harm. He cannot, therefore, simply refer back to the general conditions in his country, but must also present concrete, credible and personal facts.
